"Can I hit the DM with my poison spray?"
The answer, technically, is: on your turn. Whether that's a yes or an invitation to catastrophe is a matter of interpretation. The table's threat assessment was immediate: there may be a d100 lightning bolt coming down on Nysera in response. The kind of retaliatory strike that only a Dungeon Master can authorize, at the worst possible moment, on the worst possible roll.
Nysera weighed the risks. She did not poison spray the DM. The threat of the d100 bolt remains live.
